In 2024, the Principals of CGMR Compliance Partners founded CGMR Housing Equity Project, Inc. (HEP), a non-profit organization specializing in Inclusionary Housing and NYC affordable housing tax incentive regulatory compliance. HEP is an approved administering and marketing agent for NYCHPD lotteries

Executive Staff
Christine M. Velia, Esq.
Christine Velia is an attorney licensed in New York State with over 25 years of experience in the real estate industry and the development of supportive and affordable housing.
Formerly the Chief Legal Counsel of Concern Housing, from 2008 to 2022 she was the Administrative Assistant of Development, Development Coordinator and later the Development Director of Concern Housing. As such she was responsible for multiple aspects of supportive and low-income multi-family housing project development and helped to secure over $69 million in capital and program-related public and private grants. Christine also assisted in developing and opening 764 housing units throughout Long Island and New York City. Prior to working at Concern Housing, she was the minority partner in a title insurance firm in Suffolk County from 1999 to 2008. Christine earned her J.D. from Touro University Jacob D. Fuchsberg Law Center in 2022. While at Touro, she worked as a Research Assistant and Teaching Assistant, interned for the Small Business and Non-Profit Clinic, the Legal Aid Society of Suffolk County through Touro Law Center, and the Immigration Law Clinic. In 2021 Christine published "Westwoods and Land Use on Long Island" in the New York Zoning Law and Practice Report, an award-winning article that analyzes issues of local land use regulations and the rights of the Shinnecock Indian Nation to control their off-reservation lands on Long Island. Christine is the recipient of the 2013 Leonard I. Saltzman Unsung Hero Award from the Long Island Coalition for the Homeless and the 2022 Award for Exemplary Dedication to the Advancement of Equality & Immigrant Rights from Touro University. Christine currently volunteers at the Long Island Immigration Clinic and serves on the Board of Directors of Artists Talk on Art.

Caroline Gastaldo
Prior to establishing CGMR Compliance Partners, LLC, Caroline worked as an affordable housing compliance professional for Concern Housing, a non-profit developer of supportive and affordable housing serving a variety of populations including low-income families, veterans, and individuals with special needs.
During her tenure at Concern, Caroline led the initial rent-up efforts for Concern Riverhead, Concern Heights, and Liberty Village. In addition, Caroline has extensive experience in the operation of special needs housing. Over her 20-year history with the agency, she has overseen Concern's Community Residence Programs, Scattered-Site Supportive Housing Program, and Concern Riverhead CR-SRO. Most recently, Caroline served as Assistant Director of Program Operations, providing support and guidance to Program Directors across the agency. Caroline holds an M.S. in Forensic Examination and is certified in Affordable Housing Compliance through Novogradac and the National Association of Home Builders.
Mary Ramos
Prior to establishing CGMR Compliance Partners, LLC, Mary worked in Human Resources, Property Management, and Affordable Housing Compliance at Concern Housing. As Asset Manager, she led the rent-up efforts for Liberty Landing and was responsible for the ongoing compliance of nearly 1000 affordable units, including 11 LIHTC projects and 14 811 PRAC projects. Together with Caroline, Mary conducted the initial rent-up of 72 LIHTC units at Renaissance Village in under 3 months. Mary holds a B.S in Accounting, an M.B.A. and is certified in Affordable Housing Compliance through Quadel, Novogradac and the National Association of Home Builders. She is continually trained in Tax Credit and Assisted Housing Compliance and Fair Housing Law.
